    Application of the Delphi Method in the Indicator System of Assessing National Healthy Town Construction

    • Objectives To build an indicator system of assessing national healthy town construction, and to evaluate two national healthy towns with the system.
      Methods Indicators were screened by Delphi method, comprehensive index method and weighted by rank-sum ratio (RSR) method; the construction of the two towns was evaluated by the technique for TOPSIS (Technique for Order Preference by Similarity to an Ideal Solution) method and AHP (analytic hierarchy process) method.
      Results Positive coefficients of two expert counseling questionnaires were 0.94 and 0.97. Kendall coefficients were 0.161 and 0.317. Comprehensive evaluation indexes of two national healthy towns were 0.708 and 0.660.
      Conclusions The indicator system of assessing healthy town construction included 3 first-stratum indicators, 12 second-stratum indicators and 37 third-stratum indicators, the screened indicators can be used in the evaluation of national healthy town construction.
