“十一五”期间乌鲁木齐市公众环境保护满意率变化趋势分析
Analysis on the Trend of Satisfaction Rate over Public Environmental Protection in Urumqi City during the Period of"the 11th Five-year Plan"

摘要:目的 分析“十一五”期间乌鲁木齐市公众环境保护总满意率及主要指标变化趋势, 为进一步加强城市环境综合治理提出对策和建议。方法 采用住户规模比例法(PPS)抽选调查社区, 按照分层多阶段随机抽样方法入户调查, 采用图示法和数值法描述分析调查结果。结果 “十一五”期间, 乌鲁木齐市公众环境保护满意率总体呈现逐年上升趋势, 满意率由2006年的51.18 %提高到了2011年的68.88 %。其中, 公众对环境保护宣传教育的满意程度最高, 对空气和噪声污染的满意度较低, 满意率变化趋势与环境质量的改善基本一致。结论 公众环境保护满意率可以作为评估城市环境质量和政府环境保护工作的有效方法之一, 乌鲁木齐市应当继续强化环境综合整治特别是冬季大气污染防治工作, 进一步改善人居生活环境, 提高公众健康水平。Abstract:Objectives In order to provide countermeasures and suggestions for comprehensive administration of urban environment in Urumqi City, the trend of satisfaction rate and major indexes over public environmental protection in Urumqi City during the period of the 11th five-year plan were analyzed.Methods The investigated communities was sampled by PPS.The investigated household was selected by stratified multi-stage random sampling method.The investigation results were described by graphics and statistical variables.Results The satisfaction rate was raising gradually from 51.18% in 2006 to 68.88% in 2011.The degree of satisfaction on propaganda and education on environmental protection was the highest in contract with that on atmosphere and noise pollution.The trend of satisfaction was in line with the improvement of environmental quality.Conclusions Satisfaction rate might be one of effective approaches for evaluating the quality of environmental protection. Comprehensive ecological improvement should be further enforced in Urumqi City, especially the control of atmosphere pollution in winter.Human habitation environment as well as the levels of public health should be improved.
