《婴幼儿游泳沐浴场所卫生规范》(DB32/T 4903-2024)解读

    Interpretation of the Hygienic Specification for Infant Swimming and Bathing Places (DB32/T 4903-2024)

    • 摘要: 江苏省地方标准《婴幼儿游泳沐浴场所卫生规范》(DB32/T 4903-2024)于2024年11月25日发布, 于2024年12月25日实施。针对婴幼儿游泳沐浴场所服务对象低龄、健康风险暴露途径多、既有公共浴室和游泳场所标准难以完全覆盖等问题, 标准围绕布局设施、室内环境、集中空调通风系统、游泳池水、沐浴用水、公共用品用具、服务卫生和卫生管理等环节设置卫生指标和管理要求。本文结合标准编制过程、前期现场监测资料及现行相关标准, 对制定必要性、主要卫生问题、关键指标限值依据、标准使用要点、实施难点和后续修订方向进行解读。前期监测提示, 游泳用水菌落总数、沐浴用水水温、室内照度、噪声、公共用品用具微生物污染以及卫生管理档案、从业人员健康证明和培训等环节仍存在明显改进空间。DB32/T 4903-2024将国家公共场所卫生标准与婴幼儿脆弱人群保护需求相衔接, 可为经营单位自查整改、疾病预防控制机构技术指导和相关部门监督管理提供依据。

       

      Abstract: The Jiangsu local standard Hygienic Specification for Infant Swimming and Bathing Places (DB32/T 4903-2024) was issued on November 25, 2024 and came into effect on December 25, 2024. To address the challenges associated with infant and toddler swimming and bathing places, namely the young age of service recipients, multiple pathways of health risk exposure, and the inability of existing standards for public bath and swimming facilities to fully cover such places, this standard sets forth sanitary indicators and management requirements for layout and facilities, indoor environment, central air-conditioning ventilation systems, swimming pool water, bathing water, public articles and utensils, service hygiene, and hygiene management. Based on the standard development process, preliminary field monitoring data, and current relevant standards, this paper interprets the necessity of its formulation, major hygienic problems, the rationale for key indicator limits, key points of standard application, implementation difficulties, and future revision directions. Preliminary monitoring indicates that there is still significant room for improvement in aspects such as the total bacterial count in swimming water, bathing water temperature, indoor illuminance, noise levels, microbial contamination of public articles and utensils, hygiene management files, health certificates, and staff training. DB32/T 4903-2024 bridges national hygienic standards for public places with the health protection needs of vulnerable infants and toddlers, providing a basis for self-inspection and rectification by operators, technical guidance by disease prevention and control institutions, and supervision and management by relevant departments.
