全球低碳卫生健康系统建设策略

    Construction strategy of global low-carbon health system

    • 摘要: 建设具有气候韧性的低碳卫生健康系统是全球气候变化健康适应行动的重要环节, 本研究系统梳理国际权威机构策略与主要国家实践路径, 为我国卫生健康系统低碳建设提供参考。通过检索归纳近五年世界卫生组织、联合国气候变化框架公约组织等国际权威机构及英国、美国、澳大利亚、日本、中国等主要国家政策文件、行动计划、指南标准等资料, 发现国际已初步建立低碳卫生健康系统建设框架, 覆盖卫生健康系统的建筑与基础设施绿色升级、能源结构低碳转型、供应链全链条碳管控、医疗废物可持续处置、服务模式创新等全链条工程。各国普遍以2030年为关键节点锚定减排目标, 将绿色建筑标准纳入医疗设施建设规范, 以政策激励推动可再生能源替代, 通过全链条优化降低供应链碳排, 借助数字化与社区化探索服务端减排新路径, 但仍面临宏观目标落地衔接不足、监测体系不完善等共性挑战。本文借鉴国际经验, 面向"十五五"提升应对全球气候变化能力的任务, 提出我国卫生健康系统气候韧性与低碳建设可通过建立健全规范化标准体系、强化卫生健康部门统筹与跨部门协同机制、拓展实践场景与技术创新三大路径, 系统推动气候韧性与低碳建设从政策框架向实际落地。

       

      Abstract: Building a climate-resilient and low-carbon health system is a crucial part of global health adaptation actions to climate change. This study systematically reviewed the strategies of international authoritative institutions and the practical paths of major countries, providing references for the low-carbon construction of China's health system. Through the summary of policy documents, action plans, guidelines, and standards from international authoritative institutions such as the World Health Organization and the United Nations Framework Convention on Climate Change, as well as major countries including the United Kingdom, the United States, Australia, Japan, and China within the past five years, it was found that an initial framework for the construction of a low-carbon health system has been established internationally, covering the entire chain of projects including green upgrades of buildings and infrastructure in the health system, low-carbon transformation of energy structures, full-chain carbon management of supply chains, sustainable disposal of medical waste, and innovation in service models. Most countries set 2030 as a key node to anchor their emission reduction targets, incorporate green building standards into the construction norms of medical facilities, promote the replacement with renewable energy through policy incentives, reduce carbon emissions in the supply chain through full-chain optimization, and explore new paths for service-side emission reduction through digitalization and community-based initiatives. However, they still face common challenges such as insufficient connection between goals and implementation, and incomplete monitoring systems. Aligned with the 15th Five-Year Plan's goals for enhancing the ability to cope with climate change, this commentary suggests that the climate-resilient and low-carbon construction of China's health system should draw on international experience, establish a standardization system, strengthen the overall planning and cross-departmental collaboration mechanism among health departments, and expand practical scenarios and technological innovation, systematically promoting the transformation from policy frameworks to practical implementation.
