中国气候变化健康适应行动政策响应现状及特征

    Status and characteristics of policy response to China's climate change health adaptation action plan

    • 摘要: 气候变化不断加剧, 已对人类健康和社会经济产生明显影响, 健康适应行动需求日益紧迫。2024年中国13个部门联合印发《国家气候变化健康适应行动方案(2024—2030年)》(以下简称"《行动方案》"), 首次在国家层面构建"规划—监测—预警—评估—干预"的全链条健康适应行动框架。本文通过资料调研与内容分析方法, 系统梳理《行动方案》发布后全国各地政策响应现状, 解析方案文本特征。结果显示, 《行动方案》在总体框架、任务设置和协同机制方面对地方具有显著引导作用, 已有多省市发布专门的气候变化健康适应行动实施方案。典型区域比较发现, 不同地区在重点任务与实施路径上呈现差异化, 包括: 西南地区突出媒介与人畜共患病防控; 省/直辖市侧重综合监测与精细化管理; 市级方案强调基础设施保障与应急能力建设。各地在遵循国家总体框架的同时, 逐步形成与区域气候风险和治理基础相适应的健康适应模式, 为推进因地制宜的气候变化健康适应行动提供了实践经验。未来应进一步完善统一的气候敏感疾病监测预警范式和风险评估技术体系, 并健全行动成效评估与反馈机制, 以保障健康适应行动落地增效。

       

      Abstract: Climate change is increasingly affecting human health and socio-economic systems, making systematic health adaptation actions imperative. In 2024, 13 authorities including the National Disease Control and Prevention Administration released the China National Climate Change Health Adaptation Action Plan (2024—2030), which, for the first time, establishes a national full-chain health adaptation action framework covering planning, monitoring, early warning, assessment, and intervention. Using document review and content analysis, this study systematically examined policy response status across China following the release of the Action Plan and analyzed key features of local policy texts. The results showed that the Action Plan had played a strong guiding role in shaping local actions in terms of overall framework, task design, and coordination mechanisms, and that multiple provinces and municipalities had issued dedicated health adaptation action implementation plans. Comparative analysis of representative regions indicated regional differentiation in priorities and implementation pathways, including southwestern regions emphasizing control of vector-borne and zoonotic diseases, provinces and municipalities focusing on integrated monitoring and refined management, and city-level plans highlighting infrastructure protection and emergency response capacity building. While adhering to the national overall framework, local governments have gradually formed health adaptation models aligned with regional climate risks and governance capacities, providing practical experiences for promoting context-specific climate change health adaptation actions. Future efforts should be made to further develop a unified paradigm for climate-sensitive disease monitoring and early warning, strengthen technical systems for health risk assessment, and improve mechanisms for evaluating and feeding back on action effectiveness, in order to ensure the effective implementation of health adaptation actions.
