无烟环境立法保护健康降低疾病负担探讨

    Smoke-free environment legislation in health protection and disease burden reduction

    • 摘要: 中国是全球最大的烟草消费国, 二手烟暴露导致的健康及负担问题日益严峻。本文基于全面无烟立法可显著降低二手烟暴露率, 减少心血管疾病、肺癌等疾病的发病风险, 从而减轻公共卫生负担的研究结果, 结合国际无烟环境立法的进展与果效, 通过分析我国控烟政策进展、地方立法差异及执法困境等问题, 探讨全国层面无烟环境立法的必要性, 助力实现"健康中国2030"控烟目标。

       

      Abstract: As the world's largest tobacco consumer, China faces increasingly severe health and socioeconomic burdens caused by secondhand smoke exposure. This paper examines the necessity of national smoke-free legislation in China, based on evidence that comprehensive smoke-free laws can significantly reduce secondhand smoke exposure rates and mitigate health risks such as cardiovascular diseases and lung cancer, thereby alleviating public health burdens. By reviewing international progress and outcomes in smoke-free environment legislation, and analyzing China's current tobacco control policy advancements, regional legislative disparities, and enforcement challenges, this study aims to facilitate the achievement of the tobacco control objective outlined in the "Healthy China 2030" initiative.
