环境健康风险评估制度建设的国际经验与中国路径

    International experience and China's path for the construction of environmental health risk assessment system

    • 摘要: 环境健康风险评估,是做出风险管理决策,并通过采取行动实现环境和公共卫生目标的重要工具。本文系统梳理了国际上环境健康风险评估和风险管理的演进过程,涵盖法律授权监管多种形式的污染,保护环境和公众健康;风险评估和风险管理的制度安排,紧紧围绕风险管理需求,最大化风险评估的实用性,以最有效地指导决策过程;在实践中不断总结经验,动态更新环境健康风险评估技术体系等。最重要的经验是制度的制定符合自身实际,形成和发展了一套完备而有效的制度体系。制度的建设有较好的实践,主要体现在法律授权给予科学评估和监管保障,使制度的执行力充分而有效,以最佳科学方法和证据指导决策。为了应对我国面临的环境健康挑战,实施美丽中国与健康中国建设战略,提出了推动符合我国国情的环境健康风险评估制度建设的路径建议。

       

      Abstract: Environmental health risk assessment is an important tool for making risk management decisions and achieving environmental and public health goals through actionable measures. This article systematically reviews the evolution of environmental health risk assessment and risk management internationally, including legal authorization to regulate various forms of pollution for the protection of the environment and public health; institutional arrangements for risk assessment and risk management, focusing on risk management requirements, maximizing the practicality of risk assessment, and effectively guiding the decision-making; and continuously summarizing practical experiences while dynamically updating the technical system for environmental health risk assessment. The most important lesson is that system development must align with practical conditions, resulting in a set of sound and effective systems. There are commendable practices in the construction of the system, primarily reflected in legal authorization that provides scientific assessment and regulatory guarantee, enabling full and effective implementation of the system, and guiding decision-making with the best scientific method and evidence. To address the environmental health challenges faced by China and implement the strategies for building a beautiful and healthy China, suggestions for promoting the construction of the environmental health risk assessment system in accordance with China's national conditions have been proposed.
