    我国农村环境卫生综合评价指标体系构建

    Establishment of a comprehensive evaluation index system for rural environmental sanitation in China

    • 摘要:
      目的 建立一套农村环境卫生综合评价指标体系。
      方法 通过理论分析、文献回顾等方法拟定农村环境卫生评价指标体系初始框架和指标,并对专业相关领域的专家进行三轮咨询,前两轮采用德尔菲法确定评价指标体系的指标内容;最后一轮采用层次分析法确定指标权重。
      结果 本研究中完成三轮咨询的专家共25位,68.00%为正高级职称,平均工作年限为(18.76 ± 7.52)年;两轮德尔菲咨询的专家积极系数均为100%,权威系数分别为0.84和0.86,专家意见协调程度分别为0.22和0.31(x2值分别为233.57和207.46,P < 0.05);层次分析的判断矩阵一致性比率在0~0.098,均低于0.1。最终确立了包含生活饮用水、卫生设施、空气、土壤、病媒生物、公共环境与卫生管理6个一级指标、13个二级指标和31个三级指标的农村环境卫生综合评价指标体系,并确定了各指标权重。
      结论 构建的农村环境卫生综合评价指标体系具有较高的科学性和可靠性,可用于农村环境卫生状况的综合评估。

       

      Abstract:
      Objective To establish a comprehensive evaluation index system for rural environmental sanitation.
      Methods The initial framework and indicators of the rural environmental health evaluation index system were developed through theoretical analysis and literature review, and three rounds of consultation were conducted with experts in related fields. The Delphi method was used in the first two rounds to determine the index content of the evaluation index system, and the analytic hierarchy process was used in the last round to determine the index weights.
      Results A total of 25 experts completed the three rounds of consultation, among whom 68.00% had senior professional titles, with 18.76±7.52 years of working on average. The expert positive coefficients were 100% for the two rounds of Delphi consultation, and the authority coefficient was 0.84 and 0.86, respectively, and the coordination degree of experts' opinions was 0.22 and 0.31, respectively (χ2 = 233.57 and 207.46, P < 0.05). The consistency ratios of the judgment matrix of analytic hierarchy process ranged from 0 to 0.098, which were below 0.1. A comprehensive evaluation index system for rural environmental sanitation was finally established, containing 6 first-class indicators, 13 second-class indicators, and 31 third-class indicators, and the weights of each indicator were determined.
      Conclusion The comprehensive evaluation index system for rural environmental sanitation established in this study is highly scientific and reliable, and can be used for the comprehensive evaluation of rural environmental sanitation.
